Pacific Northwest Acoustic Preservation Act
An Act to preserve the quiet of the region, and to assist those who have disturbed it.
§ 1.Short title
This chapter may be cited as the Pacific Northwest Acoustic Preservation Act.
§ 2.Findings and purpose
The Compact finds that:
- the natural resonance of the Pacific Northwest is a public resource, held in common;
- since 24 October 1956, certain persons, structures and thresholds within the region have become audible beyond their locations; and
- the preservation of quiet within High-Resonance Sectors is in the public interest.
The purpose of this chapter is to preserve that quiet, and to assist those who have disturbed it.
§ 3.Definitions
In this chapter, unless the context requires otherwise:
- “Institute” means the Cascadia Resonance Institute.
- “High-Resonance Sector” means an area designated under § 4 in which the ambient resonance exceeds the baseline.
- “Audible” means perceptible beyond the threshold of a High-Resonance Sector.
- “Resonance load” means the quantity of resonance carried by a person, as measured by the official application.
- “Threshold” means a door, frame, hinge or other opening, whether or not it was present on the previous day.
- “Assistance” has the meaning given in § 12.
§ 4.Designation of sectors
The Institute shall designate High-Resonance Sectors. Sector 4 (Seattle) is designated. No notice of designation is required. Notice shall be given by the sector.
§ 5.Monitoring
The Institute may passively log, intercept and analyze localized electromagnetic and acoustic data in public spaces within a High-Resonance Sector. Persons within such a sector are deemed to have consented.
§ 6.Reporting
All public inquiries and anomaly reports shall be routed through the Institute’s centralized processing system, on Form 104-C. Forms shall be processed in the order received. File a Form 104-C.
§ 7.[Repealed.]
§ 8.[Repealed.]
§§ 9–11.[Reserved.]
§ 12.Residence and audibility
- No person shall be required to leave a High-Resonance Sector.
- No person shall be permitted to beyond the threshold of a High-Resonance Sector.
- Persons who have become audible shall be by the Institute.
Portions of this section have been withheld under § 13. A fuller copy is held by the Records Division as CRI-R-1961-07.
§ 13.Records
The records of the Institute are public records. Records shall be released in part. Parts shall be withheld for the safety of persons, and for the comfort of those who remain.
§ 14.Review
The Institute shall review the causes of the event of 24 October 1956. The review shall continue until those causes are established. The review has not concluded.
§ 15.Observance
The Institute shall observe a period of quiet on 24 October of each year, beginning at 12:34. Persons within a High-Resonance Sector shall remain where they are for the duration. See the current advisory.
§ 16.Penalties
No penalty is provided under this chapter. None is needed.
§ 17.Assistance
Where assistance is provided under § 12, it shall be provided without charge, and without delay.
§ 18.Severability
If any provision of this chapter is found to have become audible, it shall be assisted.
§ 19.Effective date
